New York can be as cold in winter, as hot and humid in the summer. It’s up to you to choose the best time for you, also depending on your work and availability. I personally do not recommend visiting the city during the summer months of July and August as the city becomes very hot and humid, being always a very uncomfortable atmosphere.
Possibly the best time to visit New York city will be September to October and from May to June. Anyway, seeing New York with snow is something very interesting and beautiful. I had the opportunity of being in NYC also during the winter and I loved the way the city gets so beautiful covered in white. Christmas holiday season is also very commendable as is highly photogenic time to visit but do not forget to take your coat because it will get much snow and cold.

I remember I picked up a very strong snowstorms, and that time it had been one of the largest in decades. The streets of Manhattan were covered in snow up to almost 50cm.
I remember being in the office of the Caixa Geral de Depositos Bank to deal with a money deposit, and as the office was on a high floor (not quite remember but less than 40), I could see the snow fall with a marvelous and unforgettable view on this specific area of the city.
The lowest temperature I got was 17 degrees below zero which is severe even for New York where temperatures do not usually fall more than the 7 degrees below zero.
